As far as I know, if you want to shell out the money for this rare version of the game, this is the only way to get a set of wings for your characters outside of the expansion windows.
The only one I know of that doesn’t have any kind of time limit is the Diablo 3 Collectors Edition, which comes with the Wings of Valor.
